    try

    ps ax | grep exim

if it lists exim processes then do the following

    /etc/rc.d/init.d/chkservd restart

    else

    /etc/rc.d/init.d/exim restart

    /etc/rc.d/init.d/chkservd restart

Let me know how it goes

If that does not help, restart the exim daemon from the shell and imediatly check the /var/log/messages. You will get an idea on what exactly happened to your exim.

I run this and it works

    service apf stop
    /scripts/updatenow
    /scripts/sysup
    /scripts/reseteximtodefaults
    /scripts/eximup --force
    ps ax | grep exim

why we stoped Firewall at the first line ??

As the APF allows trafic on the ports that are needed to the regular daemons, it can block the updates that can come from the other randomly created sockets that are used to update the system.

Hence you had to disable the apf so that updates are not blocked.
