If you look around the forum here and even check out the shared and reseller offers, I am sure that you will find a host that can offer you fantastico and sitebuilder at a good price. Email the sales and support department of any host that you are considering to see what kind of answers and response times you get. Good luck with your search.
if they don't have a toll free 24/7 # with a real person picking up the phone, don't host with them.
If the host provides timely answers by email/helpdesk, there's not necessarily a need for 24/7 phone support. In fact, I find it more worrying if they don't provide timely support by email, and you're forced to use the phone to get a hold of them.
I do generally expect a business to have a phone number to be used for various business related aspects, but I don't necessarily expect it to be used for support and manned 24/7.
What I'm saying is that this toll free 24/7 phone support requirement depends on the person looking for hosting and his preferences. It is not a set in stone rule, and it is no guarantee of quality service either.
