I've used a similar system on my old sites in the past. You cannot really copyright javascript coding like that, as it is far too common, that leaves images and the concept. Having looked at the image, it's very different. The concept, though, could be copied or severely inspired.
In any case, I don't think it's a direct rip.Doug Hazard - "retired" Web Hosting Master

1) it doesnt look rip off!
2) inet doesn't have copyright on "toolbar", anyone can have their toolbar and a design.0

Some other things to point out:
Image names are fairly alike, 'ic.gif' (ImageCabin) and 'inet.gif' (iNet), also the style of the image, the small marking to the right of the image and the 'bar' type thing on the left of the image.0

There are plenty of sites that have toolbars, WAY before iNet even owned WHT. I have had them on a few of my sites since '99

Yeah in 1999 many sites started to put those up. And this one does not look like it is a rip of inet. Just another, of the many, sites that have toolbars.

Well, I cleared this up with the owner, I actually didnt know he was a friend of mine, apparently it was designed by someone else -- He agreed that it does look pretty close, but Im satisified with knowing that he didnt rip this.

I remember XOOM.com using their XOOMbar back in 1999 and 2000 before they crashed and burned.
