To be a little more specific. We jumpered, turned the kvm on until the status lights were blinking. Powered it off (pulled the plug) and unjumpered and then turned it back on. From that point, the factory settings came up and we were able to connect with the unit using 18.104.22.168 in the browser after setting our ip address to 22.214.171.124/24 (or 126.96.36.199 netmask 255.255.255.0.)
default username: administrator
default password: belkin
Hooray and finally!
