And Again I'm asking stupid things.

Is possible to check on linux how many irc connections is connected from server to some irc servers and who are connected? And is possible to block connect to irc some users? And is some program how i can limit user's bandwidth?

If somebody don't understand, ask. I can try write again

ummm if i remember correct to check how many servers are connected you type /list and for users its something like /stats l or something like that and you can deny people the permission to connect by adjusting the I: Line and you cannot as much as I know limit a users bandwidth

    you mean from shell?
if so, netstat -nlp output will tell you what/who is connected to where, you just need to filter the irc servers/ports
