zapshots I would also have to say about ezzi being one of the only places who would be close to your budget price. With cpanel though they might be a bit higher than your budget.
I would however not expect to get a premium quality bandwidth for that price as bandwidth costs have come down quite a bit but that is still asking for alot for only a small budget. Have you looked into possibly advertising or some other means to assist with your server costs? I presume with website(s) which need those kind of specifications you are getting quite a many hits right?
