How to enable passive mode of transfer through DOS...???

hi everyone out there,

I was not sure how to enable the passive mode of transfer for uploading the files through DoS prompt. I have tried several commands like pasv, but this is not working for me. Is this the right command or am I missing something here coz long time I have worked in DoS...
