How much power does PowerEdge 2850 use?
According to the Dell calculator, it (dual xeon, 3 HD) will use 3Amps (at 110v) with average load. Does that mean I will need 4amps to be comfortable?

It is an excel spreadsheet. On the product details page, it is located on the bottom of "Resources" section on the right.

You can also use the Dell Rack Advisor to get power usage on most models of equipment. Just search dell for it.
Simple answer - yes.
At bootup on a 230v power system they can draw 1.8amps - depending on the hardware configuration, and sit along idling at around 1-1.2o
more disks and more cpu's tends to equal more power for spinning and cooling.

Indeed, I have to say I didn't expect to see such high power usage. It makes me wonder how much power a dual-xeon with 15 SATA drives will use.
3 amps sounds more like a peak value, e.g. during boot or generally heavy load. A single P4 (2.8 ghz, 533mhz bus) with one drive can pull up to 1.2 amps peak from my measurements.
