Help with cpanel


Hi there,
I was just finished upgraded the cpanel to the latest version. And it seem to not working at all...
the message it give out when trying to login to check the mail is:
Warning: fopen(/tmp/horde_32001.log): failed to open stream: Permission denied in /usr/local/cpanel/3rdparty/lib/php/Log/file.php on line 202

Warning: Cannot modify header information - headers already sent by (output started at /usr/local/cpanel/3rdparty/lib/php/Log/file.php:202) in /usr/local/cpanel/base/horde/templates/common-header.inc on line 4

Moreover, when I view the ip http://207.44.142.151/ is perfectly working. But when I view http://207.44.142.151/cpanel it's not.
I don't know what is wrong with my box. Can anyone help?

It seems like that something wrong. But it is not possible to tell what. I think that you should ask someone who familiar with cPanel for fix all problems.
I can help you if you want

p.s. :

1. for the first problem try to turn off debug in Horde. check this option in /usr/local/cpanel/base/horde/config/horde.php
$conf['debug_level'] = 2047;
change to:
$conf['debug_level'] = 2039;

2. for the second. Check your httpd.conf. And add an alias to cpane:
l
ScriptAlias /cpanel /usr/local/cpanel/cgi-sys/redirect.cgi
