500 OOPS: could not open chroot() list file:/etc/vsftpd.chroot_list

hi
its a fedora3 with vsftpd trying to get ftp working
i get this error:

500 OOPS: could not open chroot() list file:/etc/vsftpd.chroot_list

here is what i have
chroot_list_enable=YES
chroot_local_user=YES
#chroot_list_file=/etc/vsftpd.chroot_list

any ideas?
