Because DNS is a pull system, not a push system. Since this is a new domain and not a change, no ISP will have cached any information about it; they will pull the information from the root and TLD nameservers.
The "push" system was retired in 1984/1985.
The only difference is that in the last year or two, the powers that be have been updating the roots and TLDs much more quickly than in the past.
It's nice to know that these sort of things are finally speeding up!
