I think you'll have a fair amount of trouble getting this fulfilled with any experienced host (unlike previous posters comments heh). Self installing of IP's is fairly unlikely (as they're already going to be on the server), unless you mean a host that doesen't restrict IP usage amongst customers, and simply tallies/bills them after the fact (which is somewhat irresponsible from the management aspect, but is also a lot of administrative work, for $1-2/mo per IP [which is fairly common pricing]).
Notably, allowing resellers to play with SSL in the CPanel/WHM environment, at least in my humble opinion, is a very big no-no. The SSL installation wizard is one of the few manners in which a potentially innocent reseller can crash httpd (by having it generate conflicting entries in the httpd.conf), in such a manner where httpd will go down, and will not come back up without administrative intervention (which the reseller can not repair on their own) which presents a very serious liability for any serious hosting company.

Reading the responses, I think the way I sasked the question caused some confusion. Let me clarify.
I'm looking for a host that allows self installation of SSL certificates. When I mentioned IPs, I mean that of course such hosts would offer static IP address (since you need them for SSL). The host can allocate IP(s) to me as they wish. The reason I'm asking is because I wanted to experiment with a few SSL products and I don't want to have to pay my host everytime I want to change them. (Upon learning I could install ssl myself and asking my previous host for an IP address, they disabled the feature in CPanel and wanted me to pay up so they could do it for me!)
I wasn't aware of any security issues with self installing SSL. I find that surpising considering the CPanel SSL installation wizard.
Anyhow, any recommendations are still more than welcome.
not a security issue really, its a reliability issue.
I think you'll find theres a lot of hosts that will allow you to generate the SSL CSR's yourself, but do the installs for you (as I dont believe you can break anything generating CSR's). Many hosts will install SSL's for free granted.
Play around with SSL Products? Errr... as much as I'd like to help you out, I can't NOBODY could actually unless they have additional IP's laying around. As far as I know, the last time I requested for an additional IP, ARIN actually wanted me to provide a valid reason for the IP.
It's lucky that I needed it for SSL purposes. Else I don't think that I'd be able to get an IP. Gosh, so strict!!!
