Now sure what the error means but you can always try /scripts/exim4 which should replace any missing files while it is rebuilding.. Not an exact answer to your question but helped be during quite a few exim issues so it may help.
Try upgrading or in your case re-installing exim. Then do *service exim restart* in SSH. To make sure CPanel updates it's data to *service chkservd restart* in SSH.

If '/scripts/exim4' fails to startup exim again. Then try : /scripts/newexim'.
