I, too, would recommend going Windows for ASP. I've used Chilisoft in the past and found it irritating working around some of its differences. I don't think there was a difference in "reliability" though.
Also, be careful. I've seen a LOT of Linux hosts that advertise ASP support, but it's really just mod_asp with PerlScript. I'm guessing you don't want to develop in Perl.
I just signed up with Parcom.net and so far they seem okay. If you read their forums you see that they have a friendly atmosphere. I don't know if they are really all that great, but their prices are good so I'm giving them a chance.
The other one I've tried (switched away from them because they didn't offer any stats) was uplinkearth.com. They have ASP and Coldfusion for $5 a month (but Urchin Stats are $5 more). They seemed okay to me.
