cheap vps / shell account recommendations (and questions)?

After waiting for *10 days* for a reply from tektonic.net on a billing question, I'm seeking alternative service providers. I've been looking into Linode and JVDS for a Tektonic replacement.

Lionde, who was my early favorite, is currently soldout of the plan I'm interested in.

JVDS is involved in that whole, "oops, we didn't mean to send you our entire client list" fiasco, correct?

What I want at this point, is something relatively inexpensive, with the option to upgrade in the future - when funds are a little more readily available.

Between $10-19 monthy (preference for quarterly payments)

I'll mosty be using the account for shell access to my dedicated, and as a backup host in case of catastrophic failure. I rarely push more than a gig per month, in that capacity. However, if my dedicated goes down hard, it could shoot up to something along the lines of 50g (which is why upgrading in the future is important).

I need a dedicated IP address (just me, no sharing). I only need about 2G storage at first, and bandwidth is almost a nonissue in the beginning (as all it's used for is shell, to begin with).

I've heard about "shell accounts" at other providers, but I can't seem to find it, or even find a solid definition of it. Am I to understand that a "shell account" is....erm, well, what it sounds like? An account that is just shell access? Would such an account come with a dedicated IP?

Are there any providers out there that'd fit the bill?

Oops, forgot:

- Control panel not generally needed, but Webmin is nice.
- Redhat, Fedora, or any kinda *nix
- Virtuozzo okay, but not attached to it, as I'm normally in shell.

If you send me a ticket number I can look into your billing inquiry. With launching our new service and many customers switching over to it billing it is very overloaded (which is entirely my fault as i'm the billing guy).

PS: For any lurkers with the same problem, re-send your requests to sales@tektonic.net .. many more people have access to that queue and can handle most of your requests.

Well, I PMed you the ticket number, but honestly, at this point, I am not an impressed customer. I am actively looking for someone to replace your services.

Ok that is fine, if you are not happy with a service there is no reason to keep giving the company money. After receiving the ticket number I looked into it and responded for you... when you read the reply I think you will see that everything was perfectly fine and the reason for opening the ticket was superflurious (but is not an excuse for me overlooking it in my queue).

Yes, the account itself was fine, but I saw a fair bit of money drawn from my account, with no credit given at tektonic - how could that not be worrisome to someone? I opened the ticket because I wanted to make sure that I'd get credit for the money drawn, and to find out why it was drawn so early. As I said in my reply, I didn't create a new subscription at paypal.... but okay, that's fine. I'll buy that maybe I did it, after all, I'm not famous for my memory.

What bothered me was the total lack of reply. I am perfectly willing to grant that I made a mistake, but for the ticket to languish like that, for so long, without even acknowledgement? Each day that passed, I got angrier and angrier.

While I'd prefer not to go through the hassle of moving over to a new host, I find that staying seems less and less likely to be a good idea.

**add

I was happy with tektonic until recently, and I'm trying really hard to talk myself into thinking that I'm being unreasonable in wanting to leave. I think I might wait another 3 month billing cycle, to see if I'm being unreasonable. I'm going to tell myself that the new company, unixshell, is to blame, and that they're being overloaded.

Despite that, I'd like to continue researching other providers, so if anyone has any recommendations, I'd love to hear them so I may continue researching.

I'd just like to note, that tektonic gave me a small credit, and assured me that they're looking to hire a new customer service rep to handle the influx of people. A small gesture, but it definately improves my views on them.
