If you are going to install 20 seperate vbulletin boards on a vps, it depends on how many users will be on each board at a time to really make an accurate choice here. You might need to go with a dedicated server depending on the resources that your 20 boards eat up.
Liquidweb is a great company but I think their max vps account is 512 meg of ram and that might not be enough. You will have to provide more information about the 20 vbulletins to really be sure.

It depends on the load of each vBulletin forum. If you can provide more details, it will be better.
Maybe it will be a good idea to search for Dedicated Server solution, as wcws advised.

Fedora Core 2
Equal share CPU
cPanel/WHM (latest edition)
Fantastico De-Luxe
Clientexec
1GB Burst RAM
256MB RAM
For PowerVPS's package above how many concurrent users do you think it can handle across a few forums (lets say 3 forums on one VPS)

liquidweb or allmanaged com are very good choices and I think either one will be good for you.

if you dont know much about managing a server I would suggest if you can afford it going for servint.net . Their support is amazing and their more powerful vps's might do the job for you, at least you can start off with the lowest priced vps and just upgrade at will until you hit the top package and then consider migrating to a dedicated server.

You have to depends on the load each forum. If the forums are busy, the page will load slowly first. The worst cases will crash the server.

Wow, 20 licenses of vBulletin == $85 or 160 each x 20
If you have that kind of money, why not a dedicated?
