I'm looking for a shopping cart that would enable customers to open accounts w/ passwords. The store could then give each customer a user level that would affect prices on products (e.g. 3% discount, 5% discount etc.).
The cart does not need to have any billing capability or connectivity as all orders will be directly delivered and charged on-site.
Any insight would be much appreciated.

Out of the box oscommerce will not handle discounts the way you describe. You would have to modify the code to achieve what you want. There is a contribution called GroupDiscount that will allow you to create customer groups.

As Hozt mentioned, you can achieve this with osCommerce by installing the appropriate module.

You could also take a look at Zen Cart, as it offers customer specific discounting right out of the box..

Actually, I'm just in the process of installing Zen Cart.
As for Oscommerce, I was unaware of the existence of such a module. I'll try that in case I don't succeed with Zen.

oscommerce is best because it has free price.
try to find installer/coder who will modify it for your need.

Yes, osCommerce is very good choice.
There are tons of ready-made modules to extend the functionality of the cart
