Have you tried Virtuozzo VPS and what are your experiences with the memory overhead of Windows apps / Plesk themselves... Is 128, 256, 384, 512 the real minimum (I don't care about the marketing minimum).

(Like - Linux VPSes running a CPanel with 256Mb seem to be a nice choice).

Also - What kind of app could be used to make benchmarking tests of Win 2003 box?

At 128MB your server will barely boot.

256MB it should cope with basic applications

512MB should work reasonably well.

And for benchmarking, use something like SysMark. Remember Windows runs the GUI even if you don't need it, and that's what eats up a large amount of memory.
