check out http://www.startlogic.com/index2.html they have a VPS for $20, but i have no info about them at all, I found them from google, you might want to search there for more results.

The known VPS providers here are servint.net,powervps.com, dinix.com and jvds.com and those are the ones i recommend if your looking for stabality and support

I think telling what your budget is might help. I know x1services.com do have vps for $29.95 mth which get you 2 IP, 10gb space and 400gb b/w.

Nice list, if you need something around $5, go to http://vps.pigscanfly.ca/

They are using UML as thier VPS, they only provide a very basic support, like reimaging the VPS, and reboots.

He did say he was learning Linux administration which is why he needed the VPS.

Forget x1. One-man-show+ cpanel-admin. With much regrets to x1services.com costumers...

I have the smallest VPS from linode.com (UML-based VPS) and I'm very impressed with the control panel and the community. You can visit their forums for a better picture. I got the Linode so I could test configurations/builds/distros. I've restarted the VPS once to load a new kernel (recently announced kernel exploit).

For learning, you should get a UML-based VPS. This lets you try different distributions, kernels, filesystems--and easily reload your server with a working image if you go "too far". You can save multiple images and load the Red Hat for one hour, then try Debian. The control panel puts you in control of these builds.

By comparison, a Virtuozzo VPS is rarely available with anything but Red Hat and usually has cPanel or Plesk already installed. Plus, they generally cost more because it's a commercial product.

So go UML, it's the perfect learning platform. That should narrow down your choices a bit. Go for a provider with a good community and lots of distros so you have the most to learn from.
