You looking for purely Level3? Or just a provider with Level3 in the mix?

Mzima uses Level3 for their primary transit, but their network is so much more than that...much better than exclusively using Level3. They should be adding 2-3 providers in the near future as well...but even with their heavy peering and strong nationwide backbone, they are in my eyes the best in the industry.

Just out of curiosity, what application has you seeking level3?
They are a VERY cost effective network, pricing in the low $20's per meg are common to decently sized commits, however I have observed many issues with a couple of their more problematic peering points. They do seem pretty reliable in situations of level3 customer to level3 customer connectivity. Merely curious as to what led you to their network.

First off,Thanks for all the kindly replies.
Comparing the bandwidth with other networks,L3 is the best with speed, this is just my opinion. So far I think they are the best one.
Anymore input on list companies?

If you want pure Level3, get yourself into a packet exchange and take them as a transit provider.
You won't get pure NC bandwidth cheaper from anyone but the provider themself.
We're currently looking at doing this for London, it's amazing how much money you can save through peering too.

Not quite true, a solid handful of pure Level(3) providers will resell at no commit and below retail.

My personal list of best bandwidth begins with (in order):
1) MCI/UUnet (2,312 peers)
2) AT&T (1,887 peers)
3) Sprint ( 1,714 peers )
4) Qwest
5) Level3 - Savvis - Verio (Level3 has a decent number of peers, just some saturated peering points apparently)
6) Budget Bandwidth - Abovenet - XO - Cogent - Wiltel - etc (all well under 700 peers)
If you wish to investigate further on any specific provider, a couple of useful sites include:
http://www.fixedorbit.com
http://www.internetpulse.net
There is a lot of information out there, however involvement with networking communities (nanog as well as the many other network discussion groups) and talking to major providers and who they have problems with has been my best indicator by far.

The amount of peers a company has does not have much do to with the quality of the said network:
- Many of those peers are their customers and not other transit providers
- A company who has less peers is more likely to purchase transit from someone who has more peering, thus making up for the fact that they themselves are not administering that particular session.
- Theres no guarentee that all of the peers a company announces are actually being used to exchange traffic
