Ok so my friend has done a site for this guy who decided not to pay and cancel a contract they had, and now he won't take down the site. What can my friend do?

Did they have a contract? Where are your friend and the other person located?
How much money are we looking at? $XX, $XXX, $XXXX, +?

If the contract was a written one, between two parties, there are solid grounds for a lawsuit.
But it depends on how much the contract was really worth. If it's a small amount, small claims court will be the option (or something similar).
If the amount was rather high (let's say above $1000), a regular commercial lawsuit is in order.
On the other hand, if there wasn't a written contract, there's really not much that can be done, maybe post the buyer's name in forums so everybody will know whom they shall not deal with.

There was a written contract, and the total to be paid was around $2500.00. BTW, this guy isn't a WHT member or on the web at all lol.

In this case Sharif, a lawsuit is the best option. However, they should try and solve the issue without going to court, and only if that fails, proceede with the lawsuit.
Also, there might be some impediments, in the case that the parties are based in separate countries (different jurisdictions).
In this last scenario, the wheels of justice might prove hard to turn...
