With SSH, you can parse commands straight to the server which, in the wrong hands could possibly lead to server crashing, or malisious scripts being executed right under the hosts nose.
A lot of hosts now do not allow SSH full stop. Some charge extra for it and a lot of these require some form of checkable identification. In the event that someone does mess up their server through SSH, they need to know who to go after! And very very few hosts now allow SSH as part of their packages, and those that do usually have very hard restrictions on its usage.
