login as root

ps -ef | grep ircd

Most ircd's run under that name. Another option is get a irc client, and try to login to 6667 to each of the ip's on said server comp.

give "netstat -a | grep 6667" a try.
(might want to try 'grep ircd' too incase it translates ports into names)

Just use IPtables and block ports 6660-6669 for both in and out for all IPs. Also, it'd be a good idea to block out port 7000. Other than that, you should be set except for the SSL IRCd port (forgot what it was).

I would also go and make sure they arent running any bnc's or eggdrops.

What prevents someone from just changing the port to one slightly higher or lower from the range that you mentioned?

I believe in WHM, there is a "Background Process Killer" feature that prevent background programs. you can try it
