Why not just create another account for the new client and setup a new shoutcast server?

Yes, just make sure you have them setup correctly or else you could cost your self a lot in bandwidth.

Yes you will need to assign a different port to the new shoutcast server.

You will need to assign a new port unless you bind the shoutcast servers to different ips.

Remember shoutcast uses 2 ports, so if

Server A uses port base 8000, you will need to reserve 8000 and 8001

Server B can use 8002 and 8003

Write a new config for the second user like sc_serv2.conf and run the server with
# nohup ./sc_serv sc_serv2.conf &

You can start as many as new servers with different configurations in the background
