It says bandwidth is measured at 95th percentile. Does this mean that they can only use up to 6.25 mbps with the occasionally 1.5 days per month of bursting above that?

cPanel / WHM is an extra $55 per month.

Bandwidth is measured at 95th percentile. You may use as much as you want whenever you want provided that the combined in+out bottom 95% does not exceed 2000GB per month.

Yes, you can upgrade RAM. That would be:

Any upgrades to this server would follow the stock FastColocation prices found on their website. The base server itself is at a huge discount though.
