[DNS] Can I point my domain.com to ns1.domain.com on another server?

Is it possible to have a domain with a registar say domain.com

Then point domain.com to ns1.domain.com as the nameserver on a server.

How can I setup a DNS server that I can point my domain too if the above cannot be done?
