Any cheap online payment solution
i want to find a cheap online payment solution because some customeers don't want to use paypal as they need to register first. therefore, i want to have the solution
- no setup fee
- no monthly/annuel fee
- ONLY pay some percentage of the transaction.
- accept both US and overseas issued credit card.

If you are based in the U.S. and have the proper account, Paypal wil not require your users to register. You also might check out 2CO
But if you are in the U.S. and processing more than $1,000 a month, a merchant account is usually better in the long run. If you are averaging more like $500 a month, 2CO would be cheaper actually.
2CO pretty much will accomplish your "requirements" but they do charge a set-up fee. It would help to know a little more about yourself (location / volume / etc).

I mean "Register first" is that the customer needs to create a PayPal account first.
I want the customer just fills in his/her credit card information only.

I think a more appropriate suggestion would be ccnow.com or ibill.com where by they take a % of sales instead of monthy/annual/setup fees.

but, i saw ccnow.com seems requiring a monthly fee. US11.xx for international customer.

Correct wording is important
"International customer" sounds a bit confusing. Do you mean yourself or your customers? It would be better to use the words Seller or Merchant (you) and Buyer (your customers). And pls don't forget to mention whether you are from the US or "the rest of the world". Financially and operationally these two entities are worlds apart, to coin a phrase...

Even we can created merchant account in ikobo, but I feel like ikobo is more like transfer fund from person to person. But it is a good idea to sign-up now for back-up. I have a feeling that they will raise their fee eventually, just like stormpay and Ccnow.
Ccnow is more professional in providing 3rd party processor service for e-commerce. But their weak point is they could close down your account without giving any prior notification. The good point is they do not frozen money.
I think we can put CCnow, 2CO, Worldpay, or CCavenue in one entity. Customer do not ned to sign-up and bla-bla-bla, they just put their credit card information to place order.
And Ikobo, stormpay, moneybooker, they are like providing money transfer service.

Here's my take on ikobo just hot off the press. I just tried making a payment to someone using iKobo. I find that it is the most un-userfriendly system around. I've used my credit cards on many websites without raising any red flags and the first time i use it on ikobo, my account gets blocked! that's just plain anoying. To get it unblocked, i've got to fax in a photo id + utility bill. I've read on many forums that ikobo simply blocks accounts on the slightest suspicion of fraud. That can easily cost you sales!

Now I realized Ccnow, 2CO, Worldpay, Ccavenue, Transactindia will not require these photo ID and utilities to be sent for verification purpose.

If you are in the UK and have a UK paypal account then customers who buy from you are required to be registered with paypal.
