Not sure if there's a reliable DC in those countres, and if there is, prices are going to be really high.

LACNIC's IP/ASN justification requirements are the same as ARIN's. Are you currently utilizing a /21 or greater, according to policy?

I would take a look at Telefoncia. I know they have a presence in a lot of the locations you mentioned above. They also have an extensive network in Latin/South America along with Europe. Feel free to PM me for contact information to people I know there.
