I have rented a dedicated server and want to sell hosting there for a few clients, but i need to set a bandwidth (gb/month) quota that each user will upload via apache. Any suggestions?

You could get a control panel for this... www.cpanel.net or www.plesk.com are just a couple.

And without a panel?
I'm doing this way: i'll write a C program which i will add to crontab and which will check if there are gb's left, if not it will thisable (add a location deny to httpd.conf).

Ghm.. And i set bandwidth quotas for users (as admin) and they're automatically disabled if they overuse it? Ghm..
And what about automatic user registration? I want to write something that users could be able to register them selves.

If you asked me cPanel is a little pricey if this in the only feature he wants. I've had much better luck with DirectAdmin anyway, and at a much lower price.
