mod_bandwith advise

i will use this module for limiting instant bandwith on my accounts. but a little bit complicated here, i will not do that for entire server or accounts, just for one of the resellers and the accounts he will open. i thought of limiting bandwith on a <Directory> tag not a Virtual Host. But when the reseller opens an account it will be put in "/home/account" not somewhere under the Directory of my resellers account. I thought of configuring the resellers accounts directories totally on a different folder, but i am sure thats not possible through cpanel and i cant change them manually everytime. Any advise for me?
