why isn't Windows ICF working with HTTP?

i have IIS 6.0 setup on port 80. i right click the connection, enable ICF, enable remote desktop and HTTP.

remote desktop works, as i can log back in thankfully. but trying to get to the server times out, doesn't answer the request. port is running on 80. in the 'name' field it says put the computer name or ip, it fills it in with the computer name by default. that didnt work, so i put the external IP of the machine (66.235.xxx.xxx) and that didnt work either. any ideas?
