FTP notification & db connection check scripts

Not sure which forum to put this is in but ....

Does anyone know of or know how to do the following:

1. Have cpanel send an email or AIM to the server admin anytime someone FTP's in to the server?

2. Now I know there are several monitoring systems out there - but does anyone know of one that will not only verify the site is up but will make sure the site (dynamic) is connecting to the server?. Or some coding or script so that if the connection fails it would send email to the webmaster?
