How to make a .php file that load the .xml data for a RSS feed client just like the RSS Feed on WebHostingtalk.com?

Webhostingtalk.com used the url:
h t t p : // w w w.webhostingtalk.nl/rssthreadfeed.php?offset=+1

And i want that also be loaded by a .php file so i can ad a HTTP Autentication with PHP and a counter for traking the count of requests.

Who can help me with this?
