How can I make my text field allow people to input HTML.

HTML is plaintext, and it can automatically be written in a textfield.

people can always put in HTML to a text field, depending on the script that processes it it will be converted.

How can I make it so the user can put in HTML to display an image.

Think of a forum very much like this one. Now think of the signature field in your profile.

That allows [img] tags. I want my text field to allow HTML tags.

Just write the HTML tags or if people write <img>jj</img> then in output display the pic ?
