Anyone know of a cheap 800 number provider that i can have the 800 number just tie into another line?

Try AT&T, the 800 will just ring into your normal phone number. They charge something like $5 per month for up to 10 800 numbers and their rates start at .6 cents a minute

I guess I missed the "other than Bell Canada" part in your original message. Anyway, my point was not that Bell Canada exists, but that their rates are good.
Sprint Canada also offers toll-free services...around 7 cents per minute, I think. http://www.toolkit.ca/products/?section=telecom

That's okay... 7 cents Canadian is the same as 4.5 cents US. So it's the same rate (if Sprint Canada is 7c/min).
