Using Floating frames in Dreamweaver MX

I have been trying very hard to make floating frames work but they won't. On the frame section it has that command disabled. Is there anything you have to do in order for floating frames to be enabled? Thanx a ton!

Maybe it doesn't work if you're in layout mode? Not sure.

Try adding this HTML code:
<IFRAME NAME="Frame1" SRC="file.html">
</IFRAME>
