The billing system has got to be the real money maker. If you roll out a solid manager that can be adapted the many different hosting business logics and techinal requirements (server types, billing cycles)... you've got it made.

Each one of those items have potential. You have to make the decision for yourself really if you want a good answer. You have to think, "How could I make a piece of software that would differ from the ones already out there today?" Each thing you listed has already been done but, if you include better processing, functionality and other more unique type of features then, your product will make you good money.
It's all up to you.

If you're planning to write something for money, go for the host billing or a game server control panel. Both are growing fields with lots of potential features you can add to set yourself apart.

Most definitely a billing manager. The others on the list are used by those in business and those which are not and yes there are a number of free alternatives around. As for the billing manager, since it would only be used by people who makes money, there would be higher probably that they would pay.

I spend 8-10 hours working per day, then another 1 or 2 billing - save me time ill pay you money!

If you can create a decent billing manager that is able to bill in multiple currencies then you will have created a product that is unique.
If it works, I will by it.
I don't need fancy features... just the ability to do basic billing in two currencies.
ie: Customer signs up with CAN currency then I should be able to specify he is always billed using my CAN gateway, etc...
Customer signs up with US currency, then he is always billed with my US gateway, etc...
I don't care about the accounting side of things, since I do that sepeartedly. I just want a billing manager that works with two currencies.

I would recommend staying away from the gaming community in general. Go with a billing managment and support ticket system intergrated. Streamline it for a particular industry and meet all the major standards that are neccessary.
The gaming industry, although I love gaming, is very difficult in general.

I say go for Webhost Billing & Customer Software.
Im actually in the final stages of completing a new order/management system that will work similar to WHMAutopilot/Modernbill. At the moment our target audience will be resellers as to begin with our solution wont include all features that the likes of modernbill provide, but with a price set at $29.99 per license it should still be reasonable. We will be looking for beta testers in the next few days so anyone interested contact me.

If you post a list of features that are unique to your software (different then already offered in WHMAP or MB) or perhaps what is unique about your software... then you will get more help.
Does your software support multiple concurrent correncies?
