Just curious if anyone knows the capability of Helm's tax feature. In other words if someone wanted to charge a tax only to residents in a certain state, is that feasible?

I do not think so. So far, that (hopefully) will be fixed in 4.0. I only see: Home > Billing Menu > Billing Settings > Tax Settings and then there is only one percentage & that is it.
