My client cpanel cant even boot up, I am thinking of installing a new server, mount the old cpanel hard disk and retrieve the data. Prob is how to migrate from old hard disk to the new server?

Cpanel don't boot. It's the OS that's a goner (or possibly the physical harddisk itself)

Assuming it's not a physical harddisk failure, what you intended is fine.
