Yep, hostquote is a total waste of time from what I've seen. Too many kiddies selling everything for nothing, no way for anyones offers to be scrutonized (sp?) by the community when they're scams and/or full of it.
I've sent out several dozen emails over the past couple of months without any real results, time is better spent elsewhere (like yelling your company name from rooftops) if you're hoping it'll draw business. Needless to say, the colocation/dedicated request sections are no better, people wanting transit far below cost, nobody interested in anything with sub 1000gb/mo transfer allowance, people wanting dual xeon's for $40/mo with cpanel, etc.
I was thinking about trying the Premium membership with leads... These comments have certainly influenced my future decision.

The best thing for us so far I think is the extra space in the PM box and maybe the 25% off iNet advertising - we haven't utilized this year but will be and it almost pays for itself when purchasing 10,000 banner ads.
I'm not here to knock the system, but I know exactly what you mean. I submitted a quote to the system and had some decent offers thrown in with a few bad ones.
As with the old request forums, you could only expect a small return in what work you would put in through posts. Now, you basically pay for that same system save it's done via email and to me it's not worth it. The price is not enough to deter the bad apples IMHO and therefore you're just paying for the exact same thing everyone wanted to rid themselves of.

It more than pays for itself if you buy advertising from iNET. Tthe savings from your very first purchase of even as small as 10k impressions on WHT would be more than the cost of your membership (no matter what term you choose, even yearly membership cost is less than the savings you gain with the membership).
