    I'm new at developing web pages and supporting web sites.
    Environment- microsoft iis6 , site has html pages, javascript and uses cgi scripts with access to a Tandem database.
    My problem is: Transactions are hitting the site using ASPtear at such a rate that the site is unstable.
    How can I block ASPTear from accessing the site?

    how do you know that hits are generated by ASPTrear?

    ASPTEAR(nnnn) is the user_agent in the web site logfile.
    Currenty I'm testing code in the .pl(cgi script file) to block user_agents. We blocked certain IPs from the server the person hitting the site just changed IPs.
