can I set it up so I can cap it? Or would simply setting up an FTP download system with only 50 or so users at a time allowed?

Flumps, yes on both accounts.
Johan, co-worker replied for me, and didn't quite get it right. I've been out working, and he was keeping an eye on the thread for me.
We don't have the ability to cap it on our end, though you have full administrative rights to the machine, so you could use software to cap it, or just allow your script to only allow the correct amount.Greg D
