PSD Templates
I just bought a template and it came with a jpeg file and a .psd (photoshop file).
How do I start building my site from here? Do I need to convert this .psd file into .shtml or similar before I can begin.
I have the following programs:
FrontPage
Dreamweaver
PhotoShop
What should I do to start building my site off this .psd template?

You need to open it in an image slicing program, such as imageready. Slice it then choose "save for web". It will make an html file for you and a folder with all the sliced images.
However hand coded is better. You could pay someone to do it for you if you don't know how.

You should open your file using photoshop.
Here's a link that may help you after you opened the file.
