Technically speaking a server located in the middle east would give you the better connection provided they are as near as possible to you, the connection speed is fast and there is no or low latency between the hops. Failing which, a european based server might be something you could be looking at.
When shopping for VPS, look out for the minimum CPU Speed and RAM allocated because most of the time, that's what you be getting. A VPS is good if you require root access but at most time, may be low-powered because of the minimum allocated resources. Some might be equivalent to a 100mhz or 200mhz CPU with 64mb. You probably can use it for simple websites but nothing too complex.
Of course, if you can afford it, a full fledged dedicated server would give you a much better performance even if it is just a Celeron.
I am thinking to VPS, how I can evaluate the servers perfromance , mainly which server location is fast for me .

What do you mean by server performance?? Do you mean network speed? or How VPS will perform on high load??
Normally, VPS network speed, this depends on where do you live, and what kind of connections does your VPS have. Normally, all VPS are connected to high speed, as I have noticed, and seen.
VPS performe pretty good on high loads, but still its quite slow, because others are sharing the same CPU with you.
VPS are good for a small webhost with mail.. its very fine and fast enough to do this job, you wont need more than 64MB of RAM, when running SQL.. but if you have quite large website, since most people in middle east have forums, then you will need larger granteed RAM for at least 128MB.. so you can have a good performance of the VPS..
