And they are the most dangerous because they are harder to spot. If you receive a signup from an Indonesian IP with a creditcard that belongs to someone in Florida and you just laugh and put it in the trash.
But if the fraud is in the US it's harder to detect because you do not suspect it.
As for blocking... I wouldn't block any country. Just carefully review signups from Vietnam, Indonesia etc.
Credit card numbers are not always stolen or compromised, sometimes they are generated by card generation scripts and then tested on various sites to see which ones are actually valid and which ones are not.

This can happen sometimes, yes. But with the need for verification numbers for certain credit cards, it makes it even harder.
Phoning your signups or at least confirming their address is the first step to limiting fraud.
