Something like Article Manager from Interactive tools combined with something like Censura might do the trick.
YOu will have trouble maybe finding one solution for all those requirement and might need to get someone to code some custom solutions or modify some off the shelf ones. But I would check out those two. The later is a review system.
Thanks for the reply, I've looked at Article Manager from Interactive tools as well as Censura - in fact I've looked at and tried a LOT of different software, none of which I've been real happy with. That's why I'm looking at custom coded projects, rightnow I'm trying to find out how much something like that would cost me.
Well I have used scriptlance (I think that it what it is called) a few times to commission scripts. YOu have to watch though.
BUt I would reckon you are talking thousands rather than hundreds for something like that. Someone will probably reply if you post the offers and requests section, with a quote.
Edit: I should add I know exactly how you feel, we went through dozens and ended up with a hybrid of our own programming with Article Manger. Just make sure the programmer knows exactly what you want maybe even look for a local one....
