can anyone tell me if the internet connection firewall that comes with windows is secure enough for a webserver security?

I am no professional, but I think that a good hardware based firewall would be a better choice.

Definately not secure enough.

I am a MS Partner and OEM System builder, the ICS Firewall is not ideal for a server environment. If you are looking for a Windows solution I would suggest looking at Microsoft's ISA Server.
