In Need of Help Designing a Wild Idea

I have an idea for a web-site and am searching for a way to get it done with a very small budget.

My idea is to have a town that rotates to be able to see both sides of the street with hyper links imbedded.

If this sounds interesting to you and are willing to help a person who is starting out let me know.
    Thanks

    That's kind of cool.
Would there be user control of rotation?

    Yes thats the point .
Mouse is at the right end, graphic is set to 180 degrees, mouse in the middle 90 ande in the left its at 0.
Or you can just have a dragable horizontal bar to control the rotation
