All sites created in 2003 are associated with an app pool. This is basically the worker process used by the site. By default it uses the DeafaultAppPool. This app pool runs under the Network Service account so the it must have access to the directories.
You should not need the ASPNET account unless you will actually use ASP.NET on the site. However, I believe it is automatically added when you install server extensions.
There are ways to change the default behavior but it is time consuming.
