Using external DNS and mail servers - why do e-mails still end up on hosting server?

When a domain uses an external DNS server and external mail server, shouldn't none of the e-mail make it to the server hosting the web site?

It's been like this for over a year, so I don't think it's an issue of slow propragation of the DNS info. And most of the e-mail does get properly routed to the external mail server. But a bunch of e-mail still ends up in the catch-all mailbox of the hosting server. And it looks to be all junk mail. Is this due to the way spammers send junk mail?

The spammers are probably addressing it to spamtarget@www.example.com

If it is an option you should block / turn off port 25 on your webserver.
